Important News Update


***All Amateur MMA Events in Illinois have been Placed on Hold by the State Athletic Commission***


Until further notice, the State of Illinois has placed a hold on all amateur Mixed Martial Arts Events. Sorry for the recent events that were canceled but the state of Illinois is trying to hammer out the details of its new regulations regarding amateur MMA events and starting Jan. 1, 2009, no amateur event may be promoted without being sanctioned and supervised by a licensed Sanctioning Body. The glitch is that there are no licensed sanctioning bodies in Illinois. We were notified by the state that currently, there is not even a process for licensing a sanctioning body but the guidelines and procedures are under discussion. The criteria for a sanctioning body to get licensed are being formulated right now and once concluded, the interested sanctioning bodies such as ISCF/IKF, Kick International and Combat Consulting LLC, may apply for a license and then promoters can choose one of these licensed sanctioning bodies to oversee their events per state law. Sorry for the inconvenience folks but the Battle of the Shields has been postponed until April 11th, 2009, at which date, hopefully the state has finalized its regulations governing the sport of MMA in Illinois. Dear Sanctioning Body,

Thank you for your interest and/or application to the Department of Professional Regulation regarding state approval for an amateur sanctioning body. As you may know, due to recent changes to the Illinois Professional Boxing Act and its Administrative Rules, beginning January 1, 2009 amateur martial arts or mixed martial arts events in Illinois are prohibited unless a Department approved amateur sanctioning body oversees the event.

The Department has an approval process which includes, among other requirements, a request for the written rules, policies or procedures which govern the conduct of events, participants, and members of the amateur sanctioning body. As a measure of guidance, the Department is issuing a list of minimum requirements that should be reflected in the sanctioning body’s written rules, policies or procedures.

The listing of the minimum requirements in an amateur sanctioning body’s written rules, policies or procedures does not ensure Department approval of that sanctioning body. Several requirements must be met, including but not limited to the following:

Whether the amateur sanctioning body:

  1. is exclusively or primarily dedicated to advancing a particular sport
  2. limits its participation in its events to its registered members
  3. has a record of enforcing the rules governing a contest or exhibition
  4. has a record for safety
  5. provides substantially similar protections for the health, safety and welfare of its contestants as the Professional Boxing Act and its Rules.

 

The Department may consider, but is not limited to using these and other factors such as national recognition and the number of years and type of experience the sanctioning body has accumulated overseeing amateur events to determine whether an amateur body will be approved.

AMATEUR SANCTIONING BODY APPROVAL

MINIMUM REQUIREMENTS

MEDICAL REQUIREMENTS

See Administrative Rules Section 1371.150

1. Minimum of one licensed Physician - stationed ringside/cageside (MD licensed under the Illinois Medical Practice Act of 1987 [225ILCS 60] to practice medicine in all of its branches)

2. Two Paramedics - stationed ringside/cageside

3. Ambulance - onsite for duration of event

4. Stretcher, oxygen and proper resuscitation equipment – onsite for duration of event

MEDICAL TEST REQUIREMENTS FOR CONTESTANTS

See Administrative Rules Section 1371.400 (l)(6-8)

1. PHYSICAL (All contestants must submit proof of completion of a physical examination by a licensed physician (MD). The examining physician shall conduct such examinations and tests as necessary to attest to the fitness of the applicant to engage in contests (yearly));

2. HIV-1 (A blood test which verifies the applicant is HIV negative (yearly));

3. HEPATITIS B (A blood test which verifies the applicant is Hepatitis B (HB sAg) negative (yearly));

4. HEPATITIS C (A blood test which verifies the applicant is Hepatitis C (HCV Ab) negative (yearly)).

5. FEMALE CONTESTANTS – Pregnancy test taken within 24 hours of the start of the bout.

INSURANCE REQUIREMENTS

See Administrative Rules Section 1371.30 (e)(3)

1. Contestant’s AD&D insurance in the amount of $25,000.00 minimum;

2. Contestant’s primary medical insurance in the amount of $25,000 minimum;

2. Public liability insurance in the amount of $500,000.00 minimum;

3. Property damage insurance in the amount of $25,000.00 minimum.

PUBLIC SAFETY/ FACILITY REQUIREMENTS

See Administrative Rules Section 1371.80 (m)

See 225 ILCS 105 Section 8(d)

QUALIFIED OFFICIALS ASSIGNED TO EVENT

(All officials must be trained/certified by an Illinois-Approved Sanctioning Body or the ABC)

1. Referee (RECOMMENDATION: 1 Referee to officiate a maximum 6 bouts per event);

2. Judge (RECOMMENDATION: 1 Judge to officiate a maximum 6 bouts per event);

3. Timekeepers;

4. Ring Personnel (Set up & cleaning in between rounds if necessary);

SANCTIONING BODY REPRESENTATIVES AT ALL EVENTS

1. Minimum 2 representatives from the amateur sanctioning body at each contest.

2. Sanctioning body representative will supervise and approve gloving of each contestant

  1. 1. No contestant may lose more than 5 pounds in a 2 hour period for contestants 170 pounds and under
  2. 2. No contestant may lose more than 7 pounds in a 2 hour period for contestants 171 pounds and over

WEIGHT CLASSES and ALLOWANCES

1. Not more than 10 pound differences per weight classes;

2. Allowances:

    1. a. 135 and under- 3 pounds
    2. b. 136- 170- 5 pounds
    3. c. 171- 205- 7 pounds

APPROVAL OF MATCHES AND CONTESTANTS

1. ALL contestants’ status must be verified on the official record-keeper designated by the Association of Boxing Commissions (ABC) (prior to competing) or other record-keeper designated by the Division.

2. ALL contestants’ records must be comparable for even matchmaking

3. A contestant shall not compete in more than one contest within a 5 day period

SUSPENSIONS AND MANDATORY REST PERIODS

OTHER

Referees must wear disposable rubber, plastic or latex gloves

During a bout or contest, contestants shall only be permitted to drink water.

UFC on YouTube, the Beginning: Rampage, Cro Cop and Silva vs. Lutter

The UFC has probably done more to market itself on YouTube than any other sports organization, and since it's a slow news day, I thought it would be fun to take a stroll back through memory lane to January 26, 2007, when the UFC first launched its YouTube channel. Above is the preview video posted that day for UFC 67, with a main event of Anderson Silva vs. Travis Lutter, and below are a couple videos promoting the UFC debuts of Rampage Jackson and Mirko Cro Cop, both of whom were making their Octagon debuts at UFC 67.

MMA Upset of the Half Year

We've been handing out our half-year MMA awards, so here's my take on the biggest upset of the last six months.

As is often the case in MMA, there were plenty of upsets to choose from. But at the end of the day, I had to go with Joe Warren defeating Kid Yamamoto via split decision at Dream.9 on May 26 (part one of the fight is above; part two is here.)
